Multi-track EOIs are common in the data, so a lower score you see under one specific visa/state can belong to an EOI that was really invited on a different, often higher-scoring track. Submitted and Invited score distributions are not a like-for-like "who wins" comparison — they are two different EOI populations captured at the same instant.
