These are all month-end snapshot counts pulled from SkillSelect — not a log of events. Submitted is the number of Software Engineer (ANZSCO 261313) EOIs sitting in the pool, not yet invited, on that snapshot day. Invited is the number of Software Engineer EOIs currently sitting in INVITED status on that same day — a stock count of who is invited right now, not how many got invited that month. Lodged is the number that have moved on to a lodged visa application. Each EOI sits in exactly one status at a time and moves between these three counts as months pass. A few compounding reasons. The Invited snapshot mixes brand-new invitees with EOIs invited in earlier rounds — when the cutoff may have been lower — that simply haven't lodged yet. High scorers also tend to lodge fast once invited and drop out of the snapshot before the next month-end capture, leaving more borderline, slower-moving cases visible. An unfiltered (all-visa/all-state) view mixes pathways with different effective cutoffs too — state nomination streams (190/491) can sit lower than the general 189 stream. On top of that, many EOIs are registered on more than one visa subclass or nominating state at the same time (e.g. 189 plus 190/491 in parallel); when SkillSelect invites the EOI, every one of its parallel tracks is marked invited together — even a track that wouldn't have independently met that track's own cutoff yet. Multi-track EOIs are common in the data, so a lower score you see under one specific visa/state can belong to an EOI that was really invited on a different, often higher-scoring track. Submitted and Invited score distributions are not a like-for-like "who wins" comparison — they are two different EOI populations captured at the same instant. In the SkillSelect data, State = ANY, shown on this site as “Not state-specific”, is not a ninth Australian state. It means the EOI record is not tied exclusively to one named state or territory — for example, the candidate may be open to nomination by any eligible jurisdiction. SkillSelect can also publish an ANY track alongside one or more specific-state tracks for the same EOI, with those tracks moving through statuses together. Because of that overlap, ANY and the individual state counts are not mutually exclusive groups of people and should not be added together to estimate a unique total.
