Multi-track EOIs are common in the data, so a lower score you see under one specific visa/state can belong to an EOI that was really invited on a different, often higher-scoring track. Submitted and Invited score distributions are not a like-for-like "who wins" comparison — they are two different EOI populations captured at the same instant. It means the EOI record is not tied exclusively to one named state or territory — for example, the candidate may be open to nomination by any eligible jurisdiction.
